DLT Implementation

This is in accordance with the Telecom Commercial Communication Customer Preference Regulation (TCCCPR 2018) which covers a new framework to manage commercial communications and is aimed at curbing the problem of Unsolicited Commercial Communication (UCC) or spam calls and messages. TRAI has made it mandatory for every firm to register under DLT platform to send SMS. 


Phase 1 – Sender ID/Header Scrubbing
Live since 1 June 2020
Only DLT registered Sender IDs can send SMS.
Entity Registration and Header Registration mandatory.

Phase 2 - PEID/Entity Unique ID Scrubbing
Live since 19 November 2020
PE (Principal Entity) ID is mandatory to provide along with the Header for successful SMS delivery.
Entities have to start registering their Templates on the DLT Portal on which they have registered their entities.

Phase 3 - Template / Content Scrubbing
Live since 1 April 2021
Only DLT registered Templates, along with Sender ID & PE (Principal Entity) ID can send SMS.
Similar to the Sender ID upload process, you need to upload the templates and get it approved, with any of the operator DLT portal.


Registering in DLT Platform


TRAI has made it mandatory for every firm to register under DLT platform to send SMS. There are 3 steps in registering on a DLT platform.


  1. Registering an entity (firm) on a DLT platform
  2. After Entity approval, registering the Sender ID (Header) in the account. Sender ID is the name by which the Sms is delivered
  3. After Header approval, registering the Templates against the Header in the account


There are various operators portals under which you can register for a DLT account.



DLT Requirements


  • It is mandatory to have a brand / entity name in all templates
  • The Sms text should match with your approved template in the DLT Platform
  • Every approved template, in the DLT platform, will have a unique Template ID
  • Header (Sender ID) mapping against each template should be approved in the DLT platform.
  • If you wish to use another header (Sender ID), you will first need to get the template approved against that header on the DLT platform.
  • If there is a text in your template that needs to be replaced in every Sms (Eg. OTP / Date / Name), you can use {#var#} (Variable) in the template in place of that particular text
  • A  {#var#} (Variable) can be replaced with any text of up to 30 characters. 
  • If the length of the character is more than 30, you will need to add another {#var#} variable
  • Once a template is approved in the DLT Platform the same should be uploaded in your account in the Sms dashboard
  • Only approved templates should be submitted/uploaded in your account to the Sms dashboard with the temlate Name & ID


Transactional / OTP SMS Route


  • Messages are delivered 24x7 
  • ​Header will contain 6 Digit Alpha. Eg. TTWEET
  • Messages will be delivered to NDNC (DND) numbers
  • DLR notification is supported by the operators and Delivery Reports are generated 


Promotional SMS Route


  • ​Messages are delivered only between 10:00am - 09:00pm 
  • ​Header will contain 6 Digit Numeric. Eg. 560100
  • Messages will NOT be delivered to NDNC (DND) numbers as SMS are barred & will get blocked by operators on these numbers
  • DLR notification is NOT supported by the operators and Delivery Reports are NOT generated
